In order to prevent Taiwan’s confidential scientific and technological research results which are of competitiveness from leaking out, the Science and Technology Advisory Group of the Executive Yuan gathered supervisors of the competent authorities to make a study of related issues and eventually decided to amend the “Essentials for Confidentiality of Scientific and Technological Data” to seek legal grounds.  The National Science Council will also draft an operation manual for safety control of the government’s support in research of sensitive science and technology, so as to prevent science and technology spies.

For urging all competent authorities to pay attention to the confidentiality of scientific and technological data and preventing confidential scientific and technological data from being acquired by foreign competitors so as to cause severe damage, the Executive Yuan promulgated the “Essentials for Confidentiality of Scientific and Technological Data” in 1983 which required that all competent authorities should keep confidential this country’s know-how, products which have accounted for or are likely to account for relative proportions in the global market, or science and technology which are related to the national security.
