In order to halt illegal textbooks, Ministry of Education of Taiwan recently planned to establish used book market and used book circulating channel, yet such a plan gave rise to Taiwan Intellectual Property Alliance’s (TIPA) concerns. TIPA indicates that the used book market and used book circulating channel are formed by natural demand of the market and the government should avoid intervening in the used book market and maintain neutral between the consumer and the publisher. In this way, the consumers are free to choose used or new books so as to avoid impeding the production and circulation of new knowledge. (2003.04)
