In order to increase efficiency of Internet and block spam, Council for Economic Planning and Development in Taiwan is planning to enact the bill of “Spam Law”, under which the law authorizes the government to cooperate with ISPs (Internet Service Providers) to trace spammers, impose on them criminal punishment, and claim for civil indemnification, thus reducing torrent of spam and preventing jeopardizing information security.

According to estimation, the quantity of spam this year will exceed 50% of total e-mail quantity, and such overabundance cannot be ignored. The Council for Economic Planning and Development states that the content of spam, such as advertisement, etc., is not only offensive and disgusting but also accessible to virus and detrimental to information security as a result of occupation of Internet.
