National Science Council made a high-tech confidentiality mechanism to prevent the achievements of technical research and development from outflow

To prevent the competitive science and technology possessed by this country from flowing to Mainland China, the National Science Council has made a new edition of “Work Manual for Sensitive Government-sponsored Science and Technology R&D projects and security control.” From 2002, institutions and scholars sponsored by the government should sign a prior non-disclosure agreement before they announce achievements in respect of sensitive science and technology so as to “properly conceal” the technologies which are considered as confidential.  Otherwise, they will take civil and criminal liability in accordance with the National Confidentiality Protection Law and other relevant laws. Meanwhile, they will not be able to obtain the government’s support to any research programs within a few years.

 

According to the new edition, the central competent authority, the government sponsors and the institutions executing the programs will have to a security control mechanism in respect of document delivery and process and Internet software, etc. Further, the government sponsors will have the right to examine the sponsored institutions irregularly.
