To upgrade the industrial competitiveness among the international, our customs practices are to leap into a new phase.  The Ministry of Finance yesterday finalized the rules governing the cargo clearance operation through self-inspection by strategically associated companies.  According to these rules, companies signing to be a strategic association of customs offices will be granted the right to conduct inspection on the cargo for import/export by themselves in an effort to raise the efficiency of cargo import/export clearance.

Theses rules are set to be implemented June 1.

According to these rules, companies signing the association contract with customs offices are all entitled to file application with local customs office, if equipped with a computer screening system and strict control on cargos to be imported/exported, as well as sufficient personnel tasked to perform inspection.  After passing the evaluation by customs office, companies will not only be granted the right to cargo clearance through self-inspection, but also enjoy a lesser percentage on the cargos to be examined before import/export.  After signing a cooperation agreement with the United Parcel Service of America, Inc. on July 1, 1999, the Taipei Customs Bureau has established partnership with 18 other awarded excellent businesses.  Together with 16 high-tech companies expected to sign with the TCB recently, TCB will increase the number of its partners to 34.
