The technical law center of the Institute for Information Industry entrusted by the Industrial Development Bureau has prepared the five years’ promotion project for development of software industry for years. The “e-Patents Technology League” consisting of dealers engaging in software, network and other relevant industries was formally founded on December 4, 2000. For the time being, there are more than twenty dealers joining the League. The Institute for Information Industry anticipates that there will be more than one hundred members in one year.
According to the workroom director of the five years’ promotion project for development of software industry, lately the government has started planning and promoting development of knowledge economy. As far as the typical knowledge industries, such as software and network industries which highlight innovation of technology, application mode or method, are concerned, how to effectively protect intellectual achievements is most important. Above all, since the USPTO promulgated in 1996 the “Examination Criterion on Computer-related Invention Applications”, the patent applications and granted patents for the method of doing business and software have increased year by year. As a result, a lot of business transactions or payment method carried out by virtue of information technology and Internet are entitled to patent too. Under the circumstance that Taiwan’s manufacturers have to pay the royalty measuring up to US$10 billion for intangible asset every year, how far the development of Taiwan’s e-commerce can go is questionable.
