An investigation conducted by the Institute for Information Industry, which was entrusted by the Industrial Development Bureau on software relevant technology and patent development in Taiwan showed that Taiwan’s protection web on software and patents exceeds the Asian Four Dragons and is ranked sixth in the world and second in Asia. According to the investigation data obtained by the Software Industry’s 5-year-plan workshop, among those patents acquired in Taiwan between 1995 to 1999, 122 patents were acquired by Taiwan-based companies, 99 patents were acquired by the U.S.-based companies which was ranked second in filing and Japan had 62 patents, making them third. It is worth noticing that only 38% of patents were acquired by Taiwan-based companies and 62% of patents were acquired by other countries. The patents acquired by U.S.-based companies was 30% of all which was not far from Taiwan’s 38%. If Taiwan’s software developers do not know to apply for patent protections, Taiwan’s software industry may probably lose its stance and become a colony of other countries.
