    In order to cope with the defensive measures against steel products taken by US and European countries successively, the Board of Foreign Trade announced yesterday (April 10, 2002) that import licensing to 471 kinds of steel products would be restored as of April 15 so as to observe whether there are steel products imported in massive quantity.  At the same time of performing the monitoring system for steel products, the Ministry of Economic Affairs will also amend the Rules for Handling Import Relief Case by adding regulations that the competent authority shall conduct investigation ex officio and take preliminary precautionary measures to protect the local industries.

    In order to prevent steel products manufactured by Russia, Ukraine or other countries from crowding into the local market massively at a low price so as to produce detrimental impact on the development of Taiwan’s production and marketing order for steel products and relevant industries, the Board of Foreign Trade resolved to take the following measures:

(1)       Following the monitoring system for imported steel products performed by European Union as a model;

(2)       Requesting for bilateral negotiations with US upon WTO’s requirements;

Researching and amending relevant decrees and regulations to improve the import relief system of Taiwan.
