COLI, the first-ever literary works copyright intermediary organization in Taiwan just received the official approval of its establishment.  COLI will collect payment from users of the literary works created by its members, including books, novels, essays, rhymed verses, songs, plays, speeches, jokes, recipes, etc.

Photocopying services will be the first targets from whom COLI will collect royalty at the COLI-proposed rate which is 1,000 New Taiwan Dollars a year on each photocopier.

Among the remuneration rates proposed by the COLI, the Copyright Examination and Mediation Committee, TIPO only approved the per-photocopier rate.  The Committee did not approve the other rates proposed including those to be applicable to online transmission, online reproduction, and public broadcasting through television and radio.

That is, COLI can now manage only the reproduction with a photocopier of its members’ literary works.  For academic literary works, non-academic literary works, novels and long plays, no more than 20% of the volume of each work may be photocopied at one time.  (2006.08)
