IDB Planning to Carry Out the Technology Trading Market Development Plan for Three Major Categories of Industries First.

 In order to urge the enterprises for full utilization of intellectual property for creating high economic interest, the Industrial Development Bureau (IDB) plans to first mediate the three major categories of industries; namely, electric and photonics, communication and information, energy environment and biomedical.  This plan aims to provide services for patent valuation and for technology transferring among enterprises in order to build up an integrated technology transfer platform to promote the growth of the technology trading market for intellectual property.

 IDB has entrusted Industrial Technology Research Institute of Taiwan (ITRI) to carry out a plan -- Taiwan Technology Trading Market Development Plan (also known as Taiwan Technology Marketplace, the “TWTM”; 智慧財產流通運用計畫).  TWTM aims to enhance the transferring of technology between the patent right holders and the 17 technology service enterprises in Taiwan by having both parties entering into contract.  The technology service enterprises will provide services such as, patents valuation, recommendations regarding the applications of patents, promotion and marketing of patents for promoting the technology licensing or technology transferring projects.

 IDB indicated that at the initial stage transferring/licensing of intellectual property rights are limited to patent right licensing and technology transferring.  The three categories of industries which are on the priority list of the TWTM are electric and photonics (for example, memory, display technology and LED, etc.); communication and information (for example, multimedia, optical communication and internet, etc.); energy and biomedical (for example, solar cell, lighting, biomedical, medical equipment and health care, etc.).

 The agency contract is effective till 30 November 2008.  Two types of agency contract are provided to the technology service enterprises, namely, exclusive distributor contract and non-exclusive distributor contract.  During the contract term, the technology service enterprises will promote the patent right holder’s technology.  After concluding the transaction between the patent right holder and the technology service enterprise, the patent holder should pay 15% of the transaction amount to the IP service provider.  (2008.6)
