IP Applications E-filing Hit Record High as of 2010Q2.

According to TIPO’s most recent monthly report on IP e-filing, the number of trademark and patent applications filed electronically hit record high as of the second quarter this year with Hon Hai Precision Industry Company Ltd. being the No. 1 e-filing applicant who has a total of 1,404 applications filed electronically this year and a cumulative of 4,782 since January 2009.

TIPO adopted the IP e-filing system in August 2008.  As of January 2009, e-filing had taken a share of only 2.34% of total filings but the percentage has increased since the IP Digital Certificate was put in place in March 2009.  According TIPO’s most recent monthly report (as detailed in the table below), the number of e-filings increased to a monthly record high in April 2010 accounting for 15.89% of the total filings of the month and attained an appreciable 13.44% for the month of June.

TIPO is to put into use various forms to use for post-filing communication online.  Paying official fees online will be acceptable soon.  Online patent applications examination and dossier review service both are expected in the future as well.  Beginning September 2010, TIPO will provide on request the Software Digital Certificate for use by patent law offices and general enterprises.

Note:  Applicants may file their patent applications, trademark applications and conduct patent and trademark search online with their IP Digital Certificate (effective from 2 March 2009).  However, those who do not have a domicile or business office in Taiwan (ROC) can use the IP Digital Certificate for and only for conducting patent or trademark search online.  IP Digital Certificate is issued on request to
(1) individuals who are over 18 years of age with no personal guardian designated, do not have a residence in Taiwan (ROC) and currently have a total of 10 or more patent and/or trademark applications held in their name pending final decision in TIPO;
(2) companies, organizations or foundations who are duly organized under the law of Taiwan (ROC) or foreign law, do not have a business office in Taiwan (ROC) and have a total of 10 or more patent and/or trademark applications held in their name pending final decision in TIPO; and
(3) government agencies established in accordance with the law of Taiwan (ROC).
