Taiwan ITRI launches “Knowledge Base for IPR Lawsuits”

To boost local industries’ attack-defense power in international IPR competitions and disputes, the Industrial Technology Research Institute (ITRI) held a “Seminar for “2015 Knowledge Base for IPR Lawsuits and patent mapping” on November 6, 2015 to formally launch the “Knowledge Base for IPR Lawsuits” to hopefully drive up domestic patent analysis and mapping and further to actualize IP rights protection and augment patent and IP energy in Taiwan. 

The “Knowledge Base for IPR Lawsuits” had been incorporated in the “Guidelines for Intellectual Property Strategy” approved by the Taiwan Executive Yuan on November 29, 2012.  After that, the Department of Industrial Technology under the Ministry of Economic Affairs further authorized ITRI to construct and formulate the “Knowledge Base for IPR Lawsuits” which was scheduled to be accomplished and launched in 2015.  ITIS members (Industry & Technology Intelligence Service) can have access to the Knowledge Base for IPR Lawsuits to review relevant information. 

Mr. Benjamin Wang, the general director of Technology Transfer Center, ITRI pointed out that ITRI had spent more than one year to establish “Knowledge Base for IPR Lawsuits” and incorporated therein the opinions widely contributed by the general counsels or legal supervisors from the industry.  The “Knowledge Base for IPR Lawsuits” also provides thorough analysis on significant acts and IP cases, enabling IP personnel to understand the key points involved in these significant IP cases.  In addition, well-rounded knowledge and information with respect to the experiences of Taiwanese companies’ in-house personnel in the IP lawsuits in the US, Taiwanese companies’ experiences in the patent lawsuits in the US, and the administration of cooperation among co-defendants and strategies are all contained in the “Knowledge Base for IPR Lawsuits” for the local industries to thoroughly understand the actual requirements in patent lawsuits. 

The Executive Yuan official, Ms. TSAI Yu-Ling indicated that made-in-Taiwan products have been always confronting patent lawsuits filed by competitors when distributed around the world for diminishing market share thereof.  For assisting Taiwan industry in reacting to international patent lawsuits, to reinforce Taiwan industry’s effective attack-defense strategies in international IPR battles is the top task.  The “Knowledge Base for IPR Lawsuits” is the first-ever knowledge tank that incorporates and integrates the professional information regarding IP lawsuits practices.  Most information thereof is relating to the patent lawsuits in the US which affect Taiwan’s industry most with a view to enabling local enterprises to get a clear picture of the practices in IPR lawsuits and to enhance their ability to deal with IPR lawsuits.  (November 2015)
