Taiwan MOEA establishes quantum technology office

 On April 27, 2026, the Ministry of Economic Affairs (MOEA) officially announced the establishment of “Quantum Industry Technology Promotion Office” (QITPO).  The MOEA stressed that QITPO represents more than the creation of a new government unit; it symbolizes the government’s firm commitment to transforming Taiwan from a “Silicon Island” into a “Quantum Island”.  The office will serve as both a “key driver” and a “resource integrator” aiming to equip Taiwanese enterprises to expand into global supplier chains in the early stage of quantum technology development.  Through these efforts, the government aims to realize the vision of a quantum Taiwan and lead Taiwan from the “Silicon Island” to the “Quantum Island” possessing global competitiveness.  

 The MOEA minister noted that with rise of global AI boom, quantum technology has emerged as the next technological revolution with the potential to reshape the world, and Taiwan has three major advantages in its entry into the quantum market.  First, on the technological front, for example, quantum computers must operate only in the near-absolute-zero environment, and Taiwan leads the world in “connector” technology of bridging the gap between ultra-low-temperature and room temperature.  Taiwan also outperforms its peers in control chips and related components.  Second, in the aspect of manufacturing, Taiwan possesses extensive expertise in semiconductor fabrication and advanced packaging.  From wafer foundry services to heterogeneous integration, Taiwan’s world-class capabilities provide a critical foundation for the production of quantum bits (qubits).  Third, in the aspect of system integration, Taiwanese manufacturers excel at integrating components from different technologies and suppliers into operational systems, a critical capability for bringing quantum computers into practical applications.  To this end, the MOEA has been actively advancing quantum technology and industrial deployment, with concrete achievements already in place, including the successful development of low-temperature control chips capable of operating at the temperatures as low as minus 269 degrees Celsius.  In addition, the MOEA has also facilitated international collaborations.  For example, Taiwan has been working with US-based SEEQC Inc. to develop quantum chips and with Rigetti Computing Inc., to jointly develop cryogenic modules, thus establishing the strong foundation for Taiwan’s quantum technology sector.  Moreover, in order to further assist domestic companies in entering the quantum market and keeping pace with the international market and also actively securing orders, the MOEA decides to establish QITPO not only to serve as the key driver but also to link the R&D capabilities of the ITRI with the strength of private-sector industries to ultimately forge and create a competitive quantum industry ecosystem in Taiwan.  

 According to the Department of Industrial Technology under the MOEA, QITPO will be focusing on three major pillars, “cooperation, localization, and connection” to actively (1) promote international collaboration by encouraging and attracting international leading quantum companies to establish R&D centers in Taiwan in order not only to bring these companies to Taiwan but also to foster deep participation by local supply chains, (2) strengthen industrial technology guidance and support and lower the entry barriers through the MOEA’s special programs and guidance mechanism, enabling the enterprises seeking to enter the quantum sector to gain targeted access to key technologies, and (3) build cross-sector platforms to bridge the gap between the industry, the academia, and the research institutions through regular forums and business matchmaking events, thereby transforming technological capabilities into practical and substantive business opportunities.  

 By serving as an integrator of the quantum industry value chain and a hub for international collaboration, QITPO will work with the industry and public organizations to build permanent platforms for the exchange and collaboration among the industry, the academia, and the research institutions and also international partnership networks, thereby strengthening the collaboration and resource sharing with global leaders in advanced technologies, accelerating technology commercialization, and fully developing the manufacturing and application of key quantum components.  Together with the industry, academia, and research institutions, the MOEA will further enhance the domestic quantum industry’s position in the global quantum supply chain and work toward realizing the vision of “Quantum Taiwan” and cementing Taiwan’s role as a key player in the global technology industry.  (Released 2026.04.27)
